As you may know, the P3FP™ Programme is closely linked to the CP3P (Certified PPP Professional) Programme, which was originally developed by the World Bank together with other leading Multilateral Development Banks. The P3FP™ courses further develop and deepen the best-practice standards introduced under the CP3P Programme.
The CP3P Programme is also managed by our strategic partner, APMG International.
Holding the CP3P Foundation certificate is strongly recommended before attending a PPP Focused Course, unless participants already have a solid level of prior knowledge and experience in PPPs. In any case, participants are expected to be familiar with, and to master, among other materials, Chapter 1 of the CP3P Guide.

In addition to the provisions set out in the CP3P Guide for each specialized topic, the materials used in the P3FP™ courses are based on an in-depth review of the approaches and methodologies applied in a selected group of countries and jurisdictions. In some cases, the corresponding national or sub-national guidelines form part of the reference materials.
Below we highlight some of the key reference countries and jurisdictions, together with the main institutional sources and guidance documents. Participants are encouraged to become familiar with the guides and resources developed in these countries, jurisdictions, and organizations.
In several cases, we explicitly identify guidance that is particularly relevant for the Value for Money (BPVFM™) course, as well as selected references related to PPP Contract Management (BPCM™), which are among the first courses to be made available.
National Guidelines for Infrastructure Project Delivery
This is the central repository of national infrastructure policies and guidance in Australia. It includes policies and guidelines covering different procurement models, including traditional delivery, alliances, and Public-Private Partnerships.
Within the Public-Private Partnerships section, the site includes guidance on Value for Money (VFM) analysis and contractual standards, referred to in the Australian framework as “commercial principles.”
Of particular relevance for the PPP Focused Courses are son el Volume 1 - Procurement Options Analysis, and the Volume 4 – PSC Guidance (last accessed January 2026).
These documents address, respectively, the qualitative assessment of VFM through procurement options analysis and the quantitative assessment of VFM, both of which are core references for the BPVFM™ course. .
Both documents are based on guidance originally developed by the State of Victoria.
Within the website of the Department of Treasury and Finance of the State of Victoria, the most relevant section for P3FP™ purposes is the Investment lifecycle and high value and high risk guidelines | dtf.vic.gov.auparticularly the procurement guidance, which forms the basis of the national Australian Procurement Options Analysis framework.
Under Partnerships Victoria procurement requirements | dtf.vic.gov.authe Contract Management Guide and its annexes (scrolling down) constitute a key reference for the PPP Contract Management (BPCM™) course.
Victoria’s approach to the development of the Public Sector Comparator (PSC) is described in the “Technical Note – Public Sector Comparator” June 2001), published by Partnerships Victoria, Department of Treasury and Finance. This document also underpins the national Australian PSC guidance.

We strongly recommend the detailed review of the Assessing Value for Money Guide, which constitutes a key reference used in the BPVFM™ course.
Throughout the P3FP™ courses, several approaches and guidance documents developed by Ireland’s PPP Unit are reviewed.
The main access point is the Public Private Partnershipspage, particularly the Key Documents/Guidance.
References used in selected courses include both the general PPP guidelines and the guidance on PPP project appraisal focused on qualitative VFM assessment for procurement decisions.
In addition, of particular relevance for the BPVFM™ course are the technical notes Value for Money and the Public Private Partnership Procurement Process and the one on Public Sector Comparator (Compilation of PSC).
The historical PPP website in South Africa, traditionally managed by the National Treasury (ppp.gov.za), is no longer available or accessible.
South Africa has developed a comprehensive and distinctive PPP Manual, structured into nine modules, each covering a specific phase of the PPP lifecycle, in a manner broadly comparable to the CP3P Guide structure.
One of the remaining access points to this manual is through the Government Technical Advisory Centre (GTAC), - https://www.gtac.gov.za/, where the South África PPP Manual can still be downloaded (as of January 2026).
For the initial P3FP™ courses, particular attention is given to Module 6, dedicated to contract management, which is one of the key references used in the BPCM™ course.
Classic PPP guidance, together with some more recent publications, can be found through the National Archives, under PPP Policy and guidance section.
Of particular interest for the P3FP™ Programme is the UK Value for Money framework (Value for money assessment for using private finance), which includes documents such as the VFM assessment guide_2006 and the Quantitative Assessment User Guide.
