Origin of P3FP™

The PPP Focused Courses Programme (P3FP™) is an initiative developed by InfraBest Publications™, an editorial project led by Andrés Rebollo, a PPP expert and lead author of the CP3P Guide, in partnership with APMG International.

The programme has been conceived with the objective of making these training and certification resources available so that they can be delivered by any duly accredited training organization. The underlying vision of this initiative is to provide professionals working in the financing and management of sustainable infrastructure with specialized or “focused” courses addressing specific topics across the different phases of the PPP lifecycle, while ensuring that all materials and approaches are fully consistent with international best practices and coherent with one another.

This initiative seeks to address the existing gap in relation to specialized techniques, methodologies, and processes such as Value for Money analysis, PPP risk management, and fiscal sustainability management, among others.

Objectives

The objective of the P3FP™ courses is to complement and deepen these specialized areas, particularly for professionals who are already CP3P®-certified, as the PPP Focused Courses are fully aligned with the CP3P programme and standards.

The P3FP™ Programme develops in greater detail the processes and methodologies set out in the CP3P Programme and reviews and analyses the practices and approaches adopted by countries that lead international best practice.

The programme is designed to support government professionals and their advisors in:

Building advanced, specialized capabilities to carry out the various analytical and management tasks across the preparation, structuring, procurement, and contract management phases of infrastructure projects.
Improving national approaches and methodologies.
Supporting the development of relevant guidelines (where these do not yet exist) or enhancing existing ones.

Target Audience

Professionals from Ministries of Finance and/or Planning or Economy.
Staff from central PPP units.
Personnel from contracting authorities and project owners.
Infrastructure and PPP advisors and consultants.
Professionals from Multilateral Development Banks (MDBs), International Financial Institutions (IFIs), and bilateral institutions.
National public development banks and development finance agencies.

In the near future, the PPP Focused Courses Programme will be expanded to include a set of sector-specific focused courses, addressed both to the private and public sectors, as well as additional specialized courses relevant to both sides of PPP projects.

The programme is initially launched with four focused courses:

Best Practice in Value for Money Analysis (BPVFM™)
Best Practice in PPP Risk Management (BPRM™)
Best Practice in Fiscal Sustainability Management for PPP Projects and Programmes (BPFM™)
Best Practice in PPP Contract Management (BPCM™)

Strategic Partner

The P3FP™ Programme has been developed in partnership with APMG International, which acts as the strategic partner responsible for operationalising the Expert / Practitioner certification scheme, as well as the system of Accredited Training Organisations (ATOs) and accredited trainers.

APMG International is responsible for reviewing and certifying the quality of the course materials and training programmes, designing and managing the examinations, issuing the corresponding certificates, and accrediting both training organisations and trainers.
