Best Practice in Value for Money Analysis. Assessing the suitability of the PPP model for infrastructure development

Scope and content

Value for Money (VFM) is a methodology primarily used to assess the suitability of the PPP procurement model for a specific project. This course presents the fundamentals of both qualitative and quantitative VFM analysis and reviews the main variants and debated issues surrounding quantitative assessment. It also examines different approaches to VFM assessment in terms of timing (when should the assessment be carried out?), scope (for which types of projects?), and reporting (should it rely solely on quantitative analysis?).

In addition, the course analyses key differences and variations in the construction and adjustment of the Public Sector Comparator (PSC) and the PPP reference case, as well as in the discounting of cost projections.

Several national VFM guidelines are reviewed, and case studies are discussed.

  • Senior managers and specialists from contracting authorities responsible for the preparation, implementation, and management of PPP projects.
  • PPP Units within the Ministry of Finance or equivalent institutions.

  • Other professionals from central government agencies involved in the review and approval of PPP projects.
  • Supreme audit institutions and other bodies responsible for ex post evaluation and oversight of PPP programmes.
  • Multilateral and international development banks and agencies.

  • Investors and developers interested in understanding these processes

Examination and Certification

The Best Practice in Value for Money (VfM) course and certification is a mandatory prerequisite to sit the official examination administered by APMG International and to access the Practitioner certificate in VfM analysis.

The examination consists of two parts: one more theoretical, focused on fundamentals, and one more practical, for a total of 40 questions.

A score of 50% (20/40) grants the BPVFM™ Foundation certificate.

To obtain the Practitioner certificate, a score of 70% (28/40) is required. The examination is closed book and can be taken through your accredited training provider.

How can I take the course?

The P3FP™ Program is currently in its early stages.

The reference materials for this course consist of the material PPT that will be provided in the course and a selection of guides leading countries on good practices and guides to global, including the guide CP3P.

In particular, we use as the main referrals guides and methodologies of Australia and the state of Victoria, the Province of Ontario, the government of Ireland and the guide of Colombia, in addition to other complementary readings.
