Best Practice in Fiscal Impact Management for PPP Projects and Programmes. How to identify, assess, and control fiscal commitments to safeguard the financial sustainability of PPP projects and programmes

Scope and content

The course on Fiscal Impact Management in PPP Projects covers the identification, assessment/quantification, control (from the perspective of aggregate fiscal exposure across the project portfolio), budgeting, and reporting of PPP fiscal obligations, including both direct (firm) and contingent liabilities.

The course is designed primarily from the perspective of the central authority responsible for fiscal risk and fiscal impact management at the country level, without prejudice to its relevance for contracting authorities, which are typically responsible for submitting projects to fiscal assessment and for managing them throughout their lifecycle.

Several national fiscal impact and fiscal risk management guidelines are reviewed, and case studies are discussed.

  • Senior officials and specialists responsible for fiscal control and fiscal monitoring in the public sector.
  • Professionals from ministries of finance (or equivalent institutions) working on PPPs or infrastructure development.
  • Public sector professionals specialized in investment planning.
  • Staff and teams from PPP Units.
  • Managers and staff from contracting authorities.
  • PPP advisors and consultants.
  • Professionals from multilateral and international development banks and agencies.

Examination and Certification

The Best Practice in Fiscal Sustainability Management for PPPs course and certification is a mandatory prerequisite to sit the official examination administered by APMG International and to access the Practitioner certificate in sustainable fiscal management of PPPs.

The examination consists of two parts: one more theoretical, focused on fundamentals, and one more practical, for a total of 40 questions.

A score of 50% (20/40) grants the BPFM™ Foundation certificate.
To obtain the Practitioner certificate, a score of 70% (28/40) is required. The examination is closed book and can be taken through your accredited training provider.

Body of Knowledge

The reference materials for this course and its certification consist of the presentation materials (PPT) provided during the course, together with a selection of country-specific guidelines and global reference materials, including the CP3P Guide.

The course draws on PPP fiscal management guidelines from several countries, as well as papers and technical documents produced by international institutions, in particular the International Monetary Fund and the World Bank.
